Paul provides assistance to local governments in Georgia in environmental and energy
policy. Since 2008, he has worked in environmental assistance with the Institute of
Government. He has assisted state government in the development of plans related to
the expenditure of federal energy stimulus money.
After serving nearly 31 years in state government, Paul retired as the executive
director of the Georgia Environmental Facilities Authority (GEFA). Since retirement,
he has formed Paul Burks LLC, a private consulting firm providing management consulting
services to government agencies.
He was selected as the statewide recipient of the Excellence in Public Service Award
presented by the Institute of Government in 2006. Also in 2006, his agency, GEFA,
received the Georgia Oglethorpe Award for Performance Excellence. In 2003, he received
the State Government Service Award from the Georgia Municipal Association. In 1991,
he was selected as State Government Manager of the Year.
