Bio:
Frances Cassavaugh is responsible for managing and coordinating local financial management programs including Level I and II Local Government Finance Officer Certification Programs for the Governmental Training, Education, and Development Division. Prior to joining the Institute of Government, Frances was a coordinator at Georgia Gwinnett College. She originated and implemented student service programming, and created strategic partnerships with community partners.
