In his position, Sam Trager assists governments with compensation and classification
studies. He works with cities, counties, and various agencies to ensure pay plans
are internally equitable and externally competitive. Additionally, Sam assists with
a variety of Human Resources related projects. Sam has over 30 years of local government
human resources experience. Prior to joining the Institute of Government, he served
as Human Resources Director for the City of Milton, Georgia, Director of Human Resources
for Hall County, GA, and compensation and benefits manager for both Athens-Clarke
County and Gainesville-Hall County, GA.
